I find the Present Manager in Photoshop to be very basic as well as "clunky". Not making actual brushes mind you but instead creating and editing brush libraries. I have wished for quite some time for better and more powerful brush editing tools. Here is a small but polished tool that allows you to open, view and extract images from abr (brushes), tpl (tool presets) and pat (patterns) files.
